      At an "art kei" concert at the moment and I still have a loose grasp over what sound constitutes "art kei".

      I don't think it's necessarily sound that would constitute 'art kei', but more the looks. Very flowery, usually white or light clothing, use of feathers and other embellishing artefacts, etc. Think amber gris, yazzmad, Lament., König.
