The intro and outro of this Novembers Doom song sounds very much like a J-rock song I've heard before, but I can't remember which band or song and it's getting to my nerves! Was it UnsraW, lynch, Dir en grey, or....?

Yeah, maybe UnsraW. Though I searched for UnsraW songs on youtube and I couldn't find the one that matches yet.

The closest thing I can think of is UnsraW's Gate of Death. But it's more similar in construction than melody.
