I've messaged CDJapan once and asked if it was a possibility they could reduce the value written on the outer billing file, but unfortunately no as they'd have to change their entire system, as well as how it isn't legal for registered businesses to fail and clear the price on the package.

Using shopping service for cdjapan is not an option. Maybe you'll try shopping service for other shops that don't ship overseas.
