It's not just Japanese bands, some western artists have this policy and I LOVE it.
When I saw Danzig last year, it was a strict policy of no cell phones or cameras whatsoever. Anyone who took their phone out of their pocket to text, browse, sneak a photo, etc, was thrown out of the gig without a refund. It was stated on the ticket, but after a few morons tried to sneak shots, anyone who didn't get the idea already got it.
It gave the gig a COMPLETELY different feel and I enjoyed it. It added so much to the show; when the lights would cut out, when the spotlight would hit one band member, etc, there were no cell phones on all over the gig lighting it up and making you notice stuff going on elsewhere.
I hope all major bands eventually adopt this practice.

I guess two points are the reason for that.
1) The anime was always rather close to the manga, but in recent years it became more and more close. For example at the moment the anime is at chapter 790 and the newest chapter is 820. so theres only 30 chapters buffer atm. Doesnt help that for every 4-5 chapters maybe theres usually a one week break atm.
2) Actually a continuation of first point, but the current storytelling really helps the anime producers to stretch the episode resulting in slow pace. So much is happening the whole time and many things happen at the same time, so its easy for them to strech it out in the anime even more.

I put the manga on hold, so I'm not up to date with what's going on. However, I've been watching the series back with @beni and we've made it up to just before the Whitebeard war (where they're updating us on the crew's whereabouts). Rewatching the summit-war arc has been amazing - everything from the end of thriller bark up until where we are now has no doubt been one of the highest points in the anime. The animation is great, the music direction is on point, and most importantly, the pacing is fantastic. It really makes me wonder how they dropped the ball with the post-time skip episodes. It really seems like they broke something that needed no fixing.
