If you mean this Billy, then they just changed their name to Hana Shounen Baddies in 2009, and continued (still active).

Anyone know what happened to Cynthia's guitarist Kagari/??～KAGARI～? He retired after Cynthia but curious if he's hanging out behind the scenes or doing sessions or other shit outside of VK. He composed most of the songs for Cynthia it seems so he's obviously the only important member

^ Can't find anything sorry, but their vkdb and OHP did bring up some interesting things: Kazuna (vox) has allegedly died; Kagari was the band leader; he wrote in his diary a few times after splitting, most recent was mid 2002 - said he hasn't been to a live house since they split, but went that night to see their roadie band (? would love to find out who) play.; and they split because JINN retired. Found some pretty nice pictures of them I hadn't seen before either on their ohp here.

Also they had the most brilliant/tacky logo gif:
