It's basically Showa-era pop music.

This was the last thing I expected but this kinda sounds like (latter-era) Guniw Tools, lol. (maybe it's just the whispery ASMR vocals)

If I understood it correctly, they mentioned on the official blog/site that it's going to be a more melancholy sound (that won't "fit" with their major label stuff as they're self-releasing this as indies).

I found a Twitter account that mentions "new album after 16 years" so it probably is! This is the account btw. edit: Looks like it's the joint account for the vocalist and the guitarist of the original Hotaru lineup.
