Ikebukuro RUIDO K3 announced on their OHP that they would be shutting down at the end of August due to the influence of COVID-19. Their twitter has been suspended, though in their announcement, they state "for more information after 09/01, reference https://twitter.com/revoice_music," which states "From September 5, 2020, live house "Ikebukuro Revoice" will open at the site of Ikebukuro RUIDO K3! 160 people.
It seems to me like this is a change in ownership and whether or not they will continue to cater to VK bands is to be seen, but DEVILOOF's Daiki seems be pretty disappointed in RUIDO's closing. He says that he's seeing a decline in the scene because bands are disbanding, but no new ones are forming (probably due to the pandemic) and is scared to think there will be fewer and fewer venues for bandmen to play.

Looks like the same goes for Shinjuku RUIDO K4 ... They'll close at the end of September and a new venue named Shinjuku WALLY will open in its place in October.

Join us for 15th Russian J-Rock Convention!
 
The traditional annual event for all the modern japanese music and cosplay fans will take place online on 22 August 2020 at 1.00 pm (GMT +3) via YouTube.

The program includes video cosplay show, J-Rock karaoke, live interviews with guests, retrospective of the highlights and the most entertaining moments from past conventions. The event is planned to be hosted by ^Toshiya^ and Romanov who have been a changeless part of the Convention from the outset.
 
So, this year we thought we’d like to do something in a lighter vein and cancel the competitive form of the event.
The only prize which wll be awarded is Audience Choice Award. The voting will take place via the event’s social networks pages.
 
We are waiting for your video entries in the following categories:
jrock cosplay defile (single/group) asian/western pop (sketch/defile/karaoke) street fashion defile original costume Сreative approach toward video filming is welcomed! Use unusual locations, editing, visual effects, ADR and so on!
Express yourself as loud as you can!
 
You can also record a video message for all our viewers (duration <2min).

Honestly? Properly digitising stuff, especially VHSes, due to their volatile nature (calling NTSC "never the same colour" is so, so true), is a huge pain without the proper stuff. Send it off to someone who has the equipment. I happen to know that Panda has proper equipment.
And if you choose to go somewhere local, choose your establishment wisely - anyone can use a VHS/DVD burner, but not everyone has a TBC, a proper high-quality capture card, a Windows XP PC to use it on, the expertise to not fook up the deinterlacing, etc.
